Khoo Gee Hwee was born in Penang, Malaysia in 1936. He received his early education at Penang Free School and later attended the University of Malaya, where he earned a degree in economics.
After graduating from university, Khoo joined the Malaysian Civil Service. He quickly rose through the ranks, holding various positions including Director of Economic Planning and Deputy Secretary General of the Treasury.
In 1984, Khoo was appointed Minister of Finance. He played a pivotal role in Malaysia's economic transformation from a resource-dependent economy to a modern, industrialized nation. Khoo implemented a series of policies that promoted foreign investment, developed the manufacturing sector, and encouraged the growth of exports.
Under Khoo's leadership, Malaysia's economy grew at an average rate of 8% per year. The country's per capita income increased from US$2,000 in 1984 to US$10,000 in 2000. Malaysia became one of the fastest-growing economies in the world, and was dubbed the "Asian Tiger."
