To make the saving throw, the character rolls a d20 and gets a 17. They add their +2 bonus to Dexterity saving throws, which gives them a total of 19.
Because the character's saving throw total (19) is equal to or higher than the DC of the fireball spell (15), they succeed on the saving throw and take only half damage from the spell.
